It should be relatively straightforward to check the wiring behind the switch, as your next step. Is the switch still connected? Does the wiring disappear into the Toyota original wiring loom? Sorry - a misunderstanding!

It isn't necessary to have the air-conditioning (cooling) running. It's the handbook that uses the descriptions "Manual air-conditioning control panel" and "Automatic air-conditioning control panel" to refer to the ventilation controls.
